An expert in understanding and implementing corporate strategies for well-being programs, John has more than 25 years of strategic, client and operational leadership focused on driving strategic engagement in a multitude of market segments and customer groups.
As President and General Manager of WebMD Health Services, he leads the division in developing and implementing new innovative digital platform solutions, award-winning human-based services, and a curated partner ecosystem that make a real difference in the health and well-being of its users.
The combination of his experience and passion for population health drives the philosophy on which the organization operates. John has helped empower organizations to create a well-rounded program that’s built into their culture, offering their people the personalized tools and resources they need to achieve real results: better health, better happiness and better well-being for all.
A life-long Oregonian, John is a passionate and proud graduate of the University of Oregon. In his free time, you will find him enjoying his family, a weekend adventure to the Oregon Coast or Columbia River Gorge, or the latest Shakespeare play or Broadway show.
Shelley Blouin
Group Vice President, TechnologyShelley joined WebMD Health Services in 2007 and quickly grew from contributing individually to leading teams. By 2008, Shelley was managing technical client implementation teams supporting Employer, Health Plan and Government clients. She has many years of client-facing experience, building relationships and understanding the well-being industry.
As Group Vice President of Technology for WebMD Health Services, Shelley leads Architecture, Software Engineering, Quality Assurance, Data and Reporting, Release Management, DevOps, EPMO and Security for the organization. She is an accomplished technology professional with over 25 years of experience in technology and the healthcare and well-being industry.
Shelley moved from the South to the Pacific Northwest in 2000 and loves spending time on the Oregon coast rockhounding or floating on her paddleboard in the many lakes and rivers that the great PNW has to offer.
Shelley has a Bachelor of Arts in English from Winthrop University.
Kellie Hand
Senior Vice President, SalesDrawing on her years of experience in the health and well-being vertical, Kellie has a keen focus on equipping employee benefit leaders of F1000 and public sector entities with the tools needed to create a high-performance culture. A consummate client advocate with superior knowledge of the industry landscape, Kellie leverages programs, tools, and data to craft population wide solutions that improve the overall health of the individual employee while decreasing costs to the companies bottom-line.
Prior to coming to WebMD, Kellie worked as an employee benefits consultant with Wells Fargo. There she consulted on all aspects of major and ancillary coverage including medical, dental, pharmacy, and voluntary benefits.
Kellie holds a degree from Portland State University, insurance producer license and in 2019, Kellie was invited to attend Harvard T.H. Chan School of Public Health; Driving Business Performance: Culture of Health for Executive Leaders.
Originally from Portland, OR, Kellie now lives in Minneapolis, MN and loves being in the great outdoors riding her mountain bike and serving on the Board of Directors for Bolder Options mentoring program.
Bruce Foyt
Vice President, PartnershipsBruce brings 25 plus years of experience in Population Health Management, including an extensive and diverse background in product management, operations and digital partnership solutions. Bruce offers a unique perspective on the company’s strategic growth opportunities and business development objectives that continue to support our employer and health plan markets through our partnership ecosystem.
As Vice President of Partnerships, Bruce leads the teams focused on building strategic relationships and adding innovative products and services to our Product offering through partnerships with third-party organizations.
Prior to Bruce’s current position, he served as Senior Vice President of Operations and Business Development for StayWell, leading cross-functional roles in operations, business development, product solutions, and call center management—driving new business and exceptional service delivery. Early StayWell experiences included leading channel partnerships with major health plans, key product development initiatives, and key strategic account management client relationships.
Bruce holds a B.S. in Community Health Science with a concentration in Corporate Wellness from Minnesota State Mankato and a Masters of Business Administration from Cardinal Stritch University of Milwaukee, Wisconsin.
Andrea Herron
Vice President, HRAndrea Herron joined WebMD Health Services in 2017, bringing a wealth of HR expertise from various sectors ranging from manufacturing to non-profit organizations. As the leader of our Human Resources function, Andrea is dedicated to developing and executing innovative HR strategies that drive organizational success. Her previous role as Vice President of Human Resources at the Oregon Humane Society saw her adeptly aligning business strategy with HR initiatives, ensuring a supportive culture for organizational growth and employee engagement.
An accomplished author, Andrea penned “There’s an Elephant in the Office” and has contributed insightful articles to esteemed publications such as Harvard Business Review and SHRM. Her thought leadership extends to the stage as a keynote speaker and the airwaves as the host of the award-winning HR Scoop Podcast. She is recognized globally for her ability to integrate HR strategies with business objectives, utilize data-driven insights, and foster leadership development.
Andrea attained a Bachelor’s degree in Psychology and a Master’s degree in Industrial/Organizational Psychology from Western Kentucky University. She holds certifications from PHR and SHRM-CP, is a S+EI Coach, a Personalysis Facilitator, and has won various awards including being a Top Women in Wellness and HR Award (Ragan), Top Leader in DEIB Award (Mogul), a Change Agent (American Healthcare Leader), and is a two-time DisruptHR Speaker.

Christine Muldoon, MBA
Senior Vice President, Marketing & StrategyIn the role as Senior Vice President, Marketing and Strategy, Christine is responsible for the company’s overall market strategy and execution, including marketing, B2B and B2C communications, solution marketing, and experiential marketing. Additionally, Christine works extensively with clients and internal stakeholders to evaluate the market, leverage the voice of the customer through our client council and client speakerships and operationalize opportunities for the company’s success. Christine is moderator for the WebMD Client Council, comprised of well-being client leaders to discuss industry trends, program innovations and identify strategic market opportunities.
Christine has more than 20 years’ experience in the health care industry. She earned a bachelor’s degree in Business from Providence College and a master’s degree in Business and Health Care Management from the University of Connecticut. She was named MM&M Hall of Femme Woman to Watch.
When she’s not working, she loves to play golf with her three kids and husband.
Alex Nguyen
Group Vice President, Product & SolutionsAlex Nguyen became the Group Vice President, Product & Solutions at WebMD Health Services in 2019. Before this role, he was a Director, Client Delivery beginning in 2016. In this previous role, Alex led the Solution Architecture team responsible for gathering requirements and developing and implementing solutions for clients of WebMD Health Services. Additionally, he transitioned clients from Sales to WebMD’s Implementation team and advised others in Client Delivery and within WebMD Health Services on best practices in solution design. Prior to leading the Solution Architecture team, Alex was a Manager of Solution Architects, Lead Solution Architect, Lead Technical Analyst and Quality Assurance Analyst for WebMD from 2005 to 2015.
With 14 years in the health and well-being industry, Alex is adept at identifying options for client solutions and has considerable experience creating scope documents and playing a significant role in the development and execution of overall health and well-being strategies for prospects.
Alex earned a Bachelor of Science in Business Administration, with a focus in Management Information Systems, from Oregon State University.
Phil Oester
Vice President, Technology OperationsPhil Oester joined WebMD Health Services as VP of Technology Operations in 2018. Phil has over 20 years of experience in IT leadership, including 13 years at CBS prior to joining Internet Brands, WebMD Health Services’ parent company. He is responsible for aligning overall Technology Operations strategy with the needs of the business as well as ensuring SLA and uptime requirements for clients are met.
Phil has a Bachelor of Science degree from Loyola Marymount University.
Melissa Voigt
Group Vice President, Customer SuccessMelissa is an accomplished health management leader with over 15 years of experience in total population health management, strategic account management and onsite well-being program management.
As Group Vice President of Customer Success for WebMD Health Services, Melissa is responsible for leading a tenured client success team that cultivates long-term strategic relationships with employer and health plan clients to deploy comprehensive wellness solutions.
Melissa previously served as Vice President of Sales for StayWell, leading new client acquisition and expansion strategies for StayWell’s well-being solutions for employers. She also served as the Strategic Account Director for StayWell, where she led a team of account executives across the business and government markets.
Before joining StayWell, Melissa held progressive account strategy, management, and operations roles with HealthPartners Health Plan. This included roles as Manager of Client Strategy and Consultation for Health and Well-being, where she provided leadership for consultative account management and client strategy design to deliver integrated health and well-being solutions for health plan employer clients, and Manager of Worksite Wellness, where she was responsible for the long-term on-site product vision and operational readiness.
Melissa began her career as a telephonic health coach and onsite well-being program manager which informs her approach to partnering with clients to design innovative health and well-being solutions, with real-world practical application and measurement. She holds a bachelor’s degree in Biology from St. Mary’s University of Minnesota and is a Certified Intrinsic Coach.
Kara Williams
Vice President, Coaching & OperationsAs WebMD Health Services’ Vice President, Coaching and Operations, Kara Williams leads the operations of WebMD’s Health Coaching Operations Center and oversees WebMD’s Health Coaching, Clinical, Customer Service, and Partner Operations Staff. Kara is committed to the delivery of the best possible service for all of WebMD’s clients as it relates to Health Coaching, Customer Service, and our many vendor partners.
Her strong operations and staff-engagement skills have served her well in increasingly senior roles throughout her 19-year career. She began her career at WebMD Health Services as a Health Educator in 2006. She continued her leadership career through a variety of management roles, in which balancing her employees’ needs with the overall business needs in the most positive way has always been her passion. In her most recent position as Senior Director of WebMD’s Health Education Center, Kara managed a team of more than 200 health and well-being professionals.
Certified as a Health and Fitness Specialist by the American College of Sports Medicine and as a Wellness Program Coordinator by the National Wellness Institute, Kara received a Bachelor of Science degree in Kinesiology from Indiana University – Bloomington. Kara resides with her family in Carmel, Indiana. She loves to travel the world and play tennis or pickleball when she can.
